Abstract
Incitement to hatred through electronic methods (i.e Social
Media) poses a great danger to the unity and cohesion of society, as
this type of incitement has significant effects beyond the effects of
ordinary or traditional incitement, the latter is often limited in scope
and affects only the environment in which it is located, while
incitement through electronic methods is unlimited in scope, as it can
be easily spread inside and outside the state, and it can also occur from
an anonymous account so that it is difficult or impossible to know the
instigator.
In the way of countering incitement to hatred through
electronic methods, most legislations have resorted to defining original
and other subsidiary penalties, as the perpetrator of this act is
punished with temporary imprisonment or detention depending on
the scope of the crime and the circumstances of the perpetrator, and
he is deprived of exercising some of the rights and benefits that he
enjoyed, and this punishment does not prevent from taking some
preventive measures to prevent the recurrence of the crime again
